WestCorp Solutions is searching for an experienced Governance Analyst to support our Client in Fort McMurray, AB. Travel will be required for meetings with multiple stakeholders (Calgary, Firebag, Mackay River, and Fort Hills). The Governance Analyst will be Reporting to the Manager – Capital Management and Governance. The Governance Analyst is responsible for managing compliance to the TA program to deliver the results desired by the TA Directors and Steering Team. TA Assurance is built upon three key components to successfully deliver the desired results for TAs: TA Management Plan, Alignment Strategy, TA performance improvement by way of active Risk Management and TA Review compliance and closure.

Tasks/Responsibilities:

Ensure the proper tools, strategies, plans, and audits are in place to support the delivery of desired results for TAs.
Liaising with all parties involved in TA, such as TA Leaders, Project Controls, Execution, Operations, Engineering, EH&S, SCM, Planning and Scheduling, QA, MSS, Infrastructure and Logistics, CFT’s, Contractors, and TA Governance.
Lead development and implementation of the TA Management Plan (TAMP) specific to the TA timing which includes ownership and timing of Risk Management activities, Lessons Learned reviews, and TA Assurance reviews.
Ensures that a formal TAMP is in place for all active TA events, monitoring conformance and advising TA leadership on progress, issues, and readiness.
Ensures the TAMP is compliant with the corporate guidelines and the M&R standards.
Responsible for development of Assurance strategy and Management Plan to support each specific TA event.
Owner of Workfront system for TAs ensuring system set up for all TA Element owners to ensure reporting and assigned activities are completed at the appropriate designated times.
Responsible for collecting and facilitating the consistent evaluation of all risks associated with all TA activities.
Responsible for tracking and reporting the status of all action items that get reported such as new risks, status changes, and changes to mitigation plans or costs that have been previously approved.
Leadership of benchmarking initiatives to drive improvements in operating costs and overall performance of TA activities.
Responsible for TAMP compliance audits for all TA projects.
Champion and support continuous improvement, significant change management initiatives and business benchmarking to enable the Business to deliver first quartile performance.
Provides analytics and continuous improvement support to improve the effectiveness and efficiency of systems, people, and processes.
Support internal review processes, such as Internal Audits and Reviews of events.
Works within a team but has significant influence on key internal stakeholders (e.g., other TA work groups as well as functional teams, etc).
Responsible for multiple events simultaneously.
Direct decision authority on staffing of the group and use of consultants to provide temporary support.
Advisory and analysis support and recommendations for TA leaders and steering committees.
The incumbent must be capable of providing advice and supporting analysis on a wide range of strategic business and financial issues in an environment characterized largely by general guidance rather than established procedures.

Skill/Knowledge:

Project/Program management experience within oil sands, and preferably with extensive TA experience.
Thorough knowledge of the TA Oil Sands and In Situ business.
Ability to achieve results through others and to lead multi-disciplinary teams in establishing optimal solutions.
Knowledge of business management, strategic planning, and analysis.
Strong organizational and project management skills.
Demonstrated analytical skills and ability to think strategically.
Superior leadership, verbal, and written communication.
Demonstrated ability to coach, mentor, and develop staff.
Ability to drive Business Process design, development, and alignment.
Ability to engage effectively with internal stakeholders, lead people, and pursue the development of a continuous improvement culture.
Ability to lead special projects with support from the TA Management Office.
Maintains a 2–3-year look-ahead perspective during TAs.

Essential Experience and Job Requirements:

Post-secondary education
Degree in business and/or technical discipline preferred.
